The new units textures don't seem to be the same as those of the background...it creates a sort of dissonance. Or maybe that's just me.

Yes, most textures are completely missmatched, which is why All are being redone.

One other thing: is the amount of money a harverster harvests per run been reduced? It seems to take forever to build anything, esp since we can't make forward bases without getting a MCV.

It should be slightly higher than in vanilla TW actually. The GDI harv is slower than the original however.
