The planet was essentially rendered uninhabitable years before the Battle of Endor, with only a few areas of the planet left safe.

Wait, if Wookieepedia is correct, then Duro was rendered uninhabitable in a battle during the Clone Wars, in which General Grievous razed the planet, releasing radioactive pollutants from the planet's factories, making the planet uninhabitable until being Vong-formed years later.
Yeah except that kind of conflicts with the fact that the Empire still had to force many Duros still living on the planet off of the planet at one point when trying to accumulate natural resources from the planet.
Also the NR put lots of resources into purification teams to clean up the atmosphere, albeit this was not effective as the Vong's biotechnology a few years later.
