I've installed this mod completely but the "The ball" bar in Desura's "Play" show "not ready", do I miss something

I have a question about a sound effect used in this.
I'm from the Portal mod called "Blue Portals" and we need a zero-gravity-ish liquid sound and I heard one in this near the lava waterfalls, so my question is:

one question must you use UDK to make your mod/game stand alone or can i use the unreal editor that comes with UT3 to make my mod/game stand alone?
No you must have one of the games to make a mod for it
