Our DLC packs should have been online by April 1st, but when they were not showing up, we emailed Gabe Newell from Valve Software and received the following reply:

Evisceral is right, you are a little late, but there still should be some people playing. Primarily on the week ends.
Depends which time of the day you play (if you mean to find other more populated servers) but there tend to generally always be a few players playing no matter what the time of the day is.
