If you're launching the game from the steam library you need to right click on the game and select properties (it's at the bottom of the drop down menu).
Then select Set Launch Options near the bottom of the general tab.
I believe from here the command line is the same as the one Brotap mentioned in his post. I'm not 100% on that however as I do not own the steam version.

The content of the downloaded .zip-file goes to Steam/SteamApps/common/Empire at War Forces of Corruption/Mods if I'm not mistaken.
Then create a shortcut of your original FoC.exe and add MODPATH=Mods/RotM at the end of the target line.
You'll then have to use this shortcut to launch the mod.

I think there is also a way to change the launch options for steam, so it will also start the mod if you start the game in your steam library, but I'm not sure about that, because I own the non-steam version.

It will be worked on again, don't worry. I do that and RotM completely by myself so it takes literally years to generate a release for either mod. Since they are both for the same game though, you can bet that work on one mod can directly contribute to work on the other mod because techniques or methods I learn while working on one can benefit the other and I can even share many art assets like models/textures for the environment, etc.
