Just make the end where the cabin is the front end, the "gunners" on the top half and the driver on the bottom half, replace the treads with wheels, and put the turtle AURA projector in the back end.
Oh! and the machine guns, get rid of them.
I'm not on the dev team or anything, but I'd say that this doesn't fit the Syndicate at all. Far too old, not at all cyberpunk. Besides, the Testudo already has a concept.
The Talos' frame is based of that of an armored car used by the Nazis in WWII. Just keep the overall shape the same, change/add a few elements to make it look cyberpunk and it would be a better alternative.

Both factions are portrayed as being very dark (we've tried to keep them about the same, neither side really being any "better" than the other), with their complete disregard of morality and willingness to use any means to end the war, including nuking the crap out of the other side (which, of course, ended in China becoming a radioactive wasteland).
I wouldn't say that it's because people on the wiki dislike Red China or anything, though.
TBH, neither the Nationalists nor the Communists are portrayed in a particularly favourable light. The Commies use flesh-tearing ray guns and clone slaves, while the Nationals use WW1 tactics and steampunk zombies, plus both nuked each other into oblivion and still do whenever they see each other. Really, neither side is the "good" one.
I think Paradox portrayed both sides of the Chinese war pretty equally:
Go look at the democratic Chinese and tell us if they were saints in paradox.
SPOILER: They aren't. Their soldiers run on concentrated hate and indoctrination.
The history of the two China's in Paradox is just one pure vate of grim-dark on both sides.
