Pc is not made for gaming. Xbox 360 and Ps3 have controls that are made for gaming. On Pc you have millions of buttons and each do something different. Im with the consels all the way!!
I need a better video card - I've got a 1080p monitor and little-to-no ability to play HD games because ATI Radeon 4200 is sad.

Your video adapter is your bottleneck. Though not ideal, as you will have to spend more money, you can pick up a Radeon HD 6670 for around 90 dollars. That should help considerably.
I will assume by budget you mean that you can spend up to 250 dollars to fix this problem. In which case you can get a Radeon HD 6870 for around 200 dollars. If you would like to try an Nvidia card let me know and I can make reccomendations there too.
