I feel you didn't understand the comment very well, and misinterpreted.
I'm going to defend The Hunger Games Trilogy, it seems you forgot the Rules Shadow. You need an opponent to play in this game. xD
The Hunger Games Trilogy for one is an entirelly different book series, more like an apocalyptic book series of what happens after the world goes dark.
While I agree Legolas is the best archer ever. Katniss has to survive a dark depressing world, lacking nutrition, and many other things. She does what she needs to, to survive and keep her family fed.
Read the book series, she has to kill more then 22 kids. Her killing streak is nothing compared to Legolas, but still. Also don't compare Susan of Chronicles of Narnia and Legolas. Those books came out even before LOTR.
Also, I havn't heard any rumors that Katniss is better then Legolas.

Legolas has to survive in a WAAY more dark world. The Dark Lord has risen and then they have to fight his army of at least 700,000 troops, his and his allies combined. And the Free Peoples with at least 200,000

She killed 22 kids, sounds tuff.
And everybody is saying she's better than Legolas.
Legolas killed several trolls, countless orcs, and a mumakil.
therefore I say:
LEGOLAS WINS!
But the Mumakil only counts as one ;D
