When I am the devourer and I try to eat someone it won't let me. I have a non desura version of the game.
The only thing the leader can do is take abuse from the players.
Almost everyone will be screaming "BUILD *Enter building name here* NOW!!!"

Oh and please fix the game genre. Savage 2 isn't RTSS.
It's no shooter and the commander is no strategist. He's a tactician.
It's a squad based action RPG with a separate tactician per team.
The bird view doesn't make Battlefield 2 a RTSS either.
The definition "Online Action RPG" would suit Savage 2 best IMO.
No, it's definitely a Real Time Strategy Shooter.
Resource gathering, base building, researching new technologies along with utilizing ranged, melee, support, and siege units.
