Hmm, no, I haven't run into that problem... I've only tested on widescreen monitors, so I suppose that could be the reason, but the game is natively 800x600, which I believe is a fullscreen resolution.
What is your monitor's resolution set to?

Alright, well I found a solution (don't know if it's ideal, though). Right-clicking on the .exe, going into Properties and selecting "Run in 640x480" under the Compatibility tab seems to fix the problem. Just have to remember to hit F4 when the game starts...
Glad you found a work around! Sorry about the oversight - I tested it in 1280x1024, and it cuts off the edges for me too. Must be something with that particular resolution. Sorry about that.
May be because 800x600 is 4:3 and 1280x1024 is 5:4.
Yes, it looks like it. I checked the engine this morning, and it looks like all the supported fullscreen resolutions are 4:3. I guess any non-4:3 ratio would have to use the 'Run in 640x480' option for best fullscreen performance.
