Is this similar to SupCom in that placing power gens next to structures increases productivity?
No, it doesn't increase their productivity, but it does provide more power to an area so you can build higher tech stuff there. In this case, I had build that much power because I had a giant army that was draining my energy every time I got in a fight.
So I went with obvious solution #5, building craploads of power and storage :-)
