Okay now I was trying to figure this same problem out myself, with the Steam version.

On the Desura application, click on the furry dude on the top left, and logout.
When you see the login screen, click on the Steam icon at the bottom, and login via your Steam details on the next few screens. Steam will get you to verify it's legitimate by sending you an e-mail and all that jazz.

Once you've logged into Desura via Steam, it -should- work, as this worked for my brother. It doesn't work for me for some reason, and his RA3 still won't launch (nor will mine).

The reason for this, is if you head to Program Files (x86)>Steam>Steamapps>Common>CnC3 then try to run it via the .exe itself (as you would any other game install not on Steam), it won't work ... And of course this is the launch that Desura looks for. Hence the requirement to login via Steam, so it actually runs the game through Steam.

I can't figure out the launch process, as Steam runs the game's .exe through a Steam server (your Steam app becomes the server in offline mode) and is actually a URL.
It's a royal pain, and if anyone figures out a workaround (where logging in via Steam doesn't work for CnC3/RA3), I'd greatly appreciate it!

Nevermind, I literally just figured it out.
I was so focused on Desura, that I never bothered trying the same via the Steam Client...

Okay in Steam, go to your Games Library: Right-click on CnC3 (works for RA3 too) and click on Properties. Click on "Set Launch Options" and type "-ui" (less the quotations), OK and close.
Run CnC 3 through Steam, click on Game Browser and hit the Mods tab as before, click on the desired mod and voila.

I've seen so much regarding the "-ui", but not once did it mention in Steam, just in the Desura Client, and so many people with similar problems left unanswered.
