I think "Water" will another short story. Different with Half-Life 2 world.
Fish person, not Mermaid?
The interactable NPC HUd shows the name of the NPC you are interacting with, but before you learn his or her name it will just show a generic name for that NPC type, like in this case "Fish Person".
