Will Lethal Stigma be updated any longer? I found it one of the most addicting mods I've played. I would hate to see it die away.
Officially, no, it is not dead. We have another team inside Agent Red Productions working on it now, but I have not heard from them in some time with regards to their progress. In the meantime, why not try out Contingency? =)

Haven't tried your mods yet because I never heard of you (obviously), but when I saw Half Life 2: Retaliation, you caught my eye.
I'll get Lethal Stigma and Situation Outbreak ASAP, and Half Life 2: Retaliation and Situation Outbreak 2 when they come out. Keep up the good work!
